Or if you mean that GlowPad just glowing (not flashing as with Imprint ICs) that is also normal as PEMF ICs have different - mostly only higher frequency components and lights therefore appears as only constantly glowing, but in reality they might flashing 500 times a second, we just can register that with our eyes.
