Is this supposed to "stutter?" It is not a continuous tone but it pulsed from Tone to no tone

Hi John, do you mean you hear some distortions when listen this IC with headphones? This IC has a set of frequencies, that change every 3 minutes. Please try to restart your phone/laptop or use another device to see if it makes difference.
