Hi Carmen, are some lights covered with herbs? It is okay if 1 or even 2 LEDs are partially or fully covered. IC Pad is designed with that in mind as it is a random process to have some LEDs covered. When we pour liquid resin with herbs it positions in its own way. IC Pad has enough LEDs and their intensity to compensate for that.

Would it be best to place the IC pad on the sternum or the back of the head?

Laura, placing the pad on the back of the head, near the base of the skull, should be more effective due to proximity to the brain and central nervous system.
