Hi I'm new and am wondering if I can listen to Audibles and PEMFs through my phone's sound turned up without earbuds as I don't have any right now,

Michele , yes, you can listen to Audible ICs through your phone's speakers without using earbuds. For PEMF ICs you need an IC transfer device https://www.infopathy.com/en/products

Is the Glowing IC Pad supposed to light up? I will get an initial blinking of different colored lights, red, blue, or a combination of red and blue when I press the button to select mode. But after that nothing ever lights up again, even during the transfer. How do I know if my IC Pad is working proeprly?

Christy Wallace, yes, during transfer it should glow or flash (uless you selected Infrared light mode). Please watched detailed instructions on this page - second video. If still not working, please let me know which phone/laptop are you using and audio cable connection or Bluetooth.

Most usual fix - to make sure audio volume is set to maximum level of your phone/laptop after you start the transfer.
